For most silica tasks that call for APF 10, the pick is the 3M 6502QL Rugged Comfort Half Facepiece with 3M 2091 P100 filters. For a short job that still needs APF 10, the 3M 8511 N95 Respirator meets the same protection factor. If exposure is above 10 times the limit, the 3M 6800 Full Facepiece with 3M 2091 P100 filters is rated APF 50. The weighing is by assigned protection factor (APF), because OSHA selects respirators for silica by exposure level and APF, not by filter class. Confirm each product's approval on the NIOSH Certified Equipment List before purchase.

How OSHA sets the requirement
OSHA sets the silica permissible exposure limit (PEL) at 50 µg/m³ as an 8-hour time-weighted average. The action level is 25 µg/m³. Both figures are in 29 CFR 1926.1153.
The respirator is chosen by its APF. 29 CFR 1910.134 Table 1 assigns these values:
- Air-purifying half mask: APF 10
- Air-purifying full facepiece: APF 50
- PAPR, loose-fitting facepiece: APF 25
- PAPR, helmet or hood: APF 25 (up to 1,000 with manufacturer evidence)
- PAPR, half mask: APF 50
The maximum use concentration is the APF multiplied by the exposure limit. For silica, that gives these ceilings:
- APF 10: 500 µg/m³
- APF 25: 1,250 µg/m³
- APF 50: 2,500 µg/m³
OSHA's 1999 interpretation letter states: "An occupational exposure determination should be completed before selecting an appropriate respirator." The same letter states: "The exposure to crystalline silica must not exceed the assigned protection factor of the respirator." For silica tasks other than abrasive blasting, the letter treats a NIOSH-approved N95 as the baseline, provided exposure stays within its APF.
APF values assume a complete respiratory protection program: training, fit testing and maintenance. The wider rule, including medical surveillance, is covered in the OSHA silica standard explainer.
Table 1 tasks by required APF
Construction employers who follow Table 1 of 1926.1153 exactly use the APF it lists for each task. General industry employers cannot use Table 1 and must assess exposure for each process.
Tasks listed at APF 10 in 1926.1153 Table 1 include:
- Handheld saws indoors, any shift length
- Handheld saws outdoors, more than 4 hours
- Dowel drilling rigs outdoors, any shift length
- Jackhammers outdoors, more than 4 hours
- Tuckpointing and handheld grinders for mortar removal, 4 hours or less
Tuckpointing and handheld grinders for mortar removal, more than 4 hours, are listed at APF 25. No half mask or N95 meets APF 25.
Some tasks need no respirator when the listed controls are in place. These include stationary masonry saws with water, rig-mounted core saws with integrated water, and handheld drills with dust collection and HEPA vacuuming. Each task's controls belong in the written exposure control plan.
Best for short jobs: 3M 8511 N95 Respirator
The 3M 8511 is an N95 filtering facepiece. Under 1910.134 Table 1 it is in the APF 10 class. It is acceptable up to 500 µg/m³ and wherever 1926.1153 Table 1 lists APF 10.
OSHA's 1999 letter names a NIOSH-approved N95 as baseline protection for silica tasks other than abrasive blasting.
Drawback: APF 10 is the ceiling. It does not meet APF 25 tasks such as tuckpointing for more than 4 hours.
Skip it if: the task is listed at APF 25 or higher, or measured exposure is above 500 µg/m³.
NIOSH-approved N95 with a Cool Flow valve. APF 10: good to 500 µg/m³ of silica.
Best everyday reusable: 3M 6502QL Rugged Comfort Half Facepiece with 3M 2091 P100 filters
The 3M 6502QL is a medium half facepiece (the 6502 is the same mask without the drop-down latch; 6501 is small, 6503 large) with replaceable P100 filters. Under 1910.134 Table 1 it is APF 10, the same as the N95. It covers the same tasks and the same 500 µg/m³ ceiling.
OSHA does not require a P100 filter for silica. The requirement is met by APF, not filter class. Filter efficiency figures were not among the sources for this page.
Three other half masks with P100 filters are in the same APF 10 class:
- 3M 7502 Half Facepiece with 3M 2097 P100 filters
- GVS Elipse P100 Half Mask
- Honeywell North 7700 Half Mask with North 7580P100 filters
The sources for this page contain no published test that ranks any of these above the 6502QL. For silica compliance, all four sit at APF 10.
Drawback: the protection factor is no higher than an N95. It does not meet APF 25 tasks.
Skip it if: exposure is above 500 µg/m³ or the task is listed at APF 25.
Best above 10 times the PEL: 3M 6800 Full Facepiece with 3M 2091 P100 filters
The 3M 6800 is a full facepiece air-purifying respirator. Under 1910.134 Table 1 it is APF 50. It is acceptable up to 2,500 µg/m³.
APF 50 is above the APF 25 that 1926.1153 Table 1 lists for tuckpointing and mortar grinding over 4 hours. It is the only product on this page that meets that listing.
Drawback: it is a tight-fitting respirator. Like every tight-fitting respirator, it needs an annual fit test under 1910.134.
Skip it if: the task is listed at APF 10 and a half mask is already fitted and in use.

What the enforcement record shows
OSHA inspected General Shale Brick Inc. (Watsontown Brick Company), Plant 3, Watsontown, Pennsylvania, on February 12, 2026. Citations were issued August 26, 2026. Proposed penalties total $496,528, per the OSHA news release.
The findings included:
- Workers exposed to silica above the PEL
- No requirement to wear respirators despite known exposure
- No annual respirator fit testing
- No regulated areas for silica tasks
- Incomplete exposure monitoring
- No medical exams for employees above the action level 30 or more days a year
The citations were 3 willful, 4 serious, 1 repeat and 1 other-than-serious. The repeat citation was tied to an identical fit-testing violation at the company's Augusta, Georgia plant. The company can contest the citations.
What to buy
- 3M 8511 N95 Respirator: short APF 10 jobs.
- 3M 6502QL with 3M 2091 P100 filters: daily APF 10 work.
- 3M 6800 with 3M 2091 P100 filters: exposure up to 2,500 µg/m³, and APF 25 Table 1 tasks.
If none of these fits, the task may need a PAPR. A loose-fitting PAPR is APF 25. A PAPR half mask is APF 50.
Engineered stone work in California is governed by Title 8, Section 5204. According to the FACS summary of the rule, tight-fitting PAPRs with HEPA or N, R or P100 filters are the default for high-risk work under it. Dr. Maeve Macmurdo of the Cleveland Clinic has stated: "Even with the best respiratory protection, workers cutting and fabricating engineered stone continue to be exposed to unsafe levels of respirable crystalline silica."
